EU License: Malta And Gibraltar EU Gaming License !

To get a european gambling license and be fully licensed in EU the online Casino/Poker sites must get a Malta EU gaming license from MGA or a Gibraltar remote gambling license.

Some european countries such as Sweden, Denmark, Nederlands, Germany, Italy, France, Spain and others has started to regulate aswell, but this is only for players within their respective countries.

In June 2000, Malta was amongst a group of six offshore tax haven countries, which agreed to revise banking practices in line with OECD guidelines. Law of commerce has civil law foundations, but is also closely related to the UK model. The jurisdiction has high anti-money laundering standards and a comprehensive framework for financial services regulated by the Malta Financial Services Authority.

Malta became a member state of the European Union on 1st May, 2004. And was the First EU Member State to regulate online Gaming and hand out EU Gambling Licenses to poker sites, casinos and betting sites. Under the Remote Gaming Regulations, 2004 there are four gaming classes by which an gaming operator may be licensed from Malta and get a EU Gambling License.

France (Arjel) License
Arjel is the regulator of online poker and sportsbetting in France. The license Arjel is handing out is only valid within France, and poker sites with a french license has to ringfence players, so french players only play against french players on a site open for french players only.

We believe Arjel approves existing poker sites, if they already have another license. We don´t think Arjel look at the financial situation, since Fulltilt had a license, it looks like this is just a tax machine ! Several sites have pulled out of the french market since taxes and fees are simply to high to make a profit in the french market.

We don´t believe an Arjel license from France is worth anything regarding safety of a poker site. This is just a tax machine!

Italy (AAMS) License
AAMS The Italian Gaming Authority is the regulator issuing licenses in Italy. The license AAMS is handing out is only valid within Italy, and poker sites with an Italian license has to ringfence players (Italian player pool only), so Italian players can only play against other players from Italy at these sites.

There are no requirements for companies to operate, or have servers in Italy, and as far as we know AAMS it should not be so difficult to get a license, it looks like this is also just a tax machine ! But we are told that taxes and fees are cheaper in Italy compared to France with very similar rules.

We don´t believe the Italian Gaming Authority AAMS is worth anything regarding safety of a website. This is a pure tax machine!

Germany (GGL) License

The main regulatory body for online gambling licenses (including sports betting, virtual slots, and online poker) is the Joint Gambling Authority of the Federal States (Gemeinsame Glücksspielbehörde der Länder, or GGL). Established in January 2023 under the Interstate Treaty on Gambling (Glücksspielstaatsvertrag), it acts on behalf of all 16 German states to centralize licensing and supervision. The GGL maintains a “whitelist” of approved operators and enforces compliance through measures like payment blocking and ISP restrictions. For land-based gambling, individual state authorities (Länder) handle regulation, but the GGL handles most national online aspects.

Holland (KSA) License

The primary authority is the Netherlands Gambling Authority (Kansspelautoriteit, or KSA). Established in 2012 and fully operational for online gambling since April 2021 under the Remote Gambling Act (KOA), the KSA issues licenses, enforces the Betting and Gaming Act (BGA), and focuses on consumer protection, addiction prevention, and anti-money laundering. It requires operators to register players in the Central Register of Exclusion (CRUKS) and ensures fair play through audits and RNG certification. The KSA funds itself via industry levies and collaborates internationally for cross-border enforcement.
